The Federation Council Committee on Budget and Financial Markets recommended that the upper house of parliament approve laws regulating the mining of cryptocurrencies and allowing experimental legal regimes (EPR) in the financial market. This is reported by TASS.
The mining law provides for the creation of a register of legal entities and sole proprietors engaged in specialized activities. The requirements for them will be prescribed by the government in agreement with the Central Bank. Individuals will be allowed to mine digital currency within the established limits of energy consumption.
Miners will report to Rosfinmonitoring on the receipt of coins, indicating the addresses of their enrollment. The regulator will implement monitoring of transactions on them in order to prevent money laundering or terrorist financing.
The document allows the creation of Russian exchanges and exchangers, but prohibits advertising of digital currencies, their turnover and mining.
The government has been given the right to prohibit the mining of cryptocurrencies in certain regions.
The EPR law will allow, within the framework of the sandbox, under the supervision of the Central Bank, to carry out international settlements in cryptocurrencies or organize trades in this type of asset.
In some cases, the launch of experimental projects will have to be coordinated with the FSB in order to avoid money laundering or with Rosfinmonitoring and the Ministry of Finance on the turnover and mining of digital currencies.
The Bank of Russia will be able to limit the volume of financial transactions and attracted funds, determine requirements for the organizers of exchange trading and refuse them such activities if there are grounds.
The Federation Council plans to consider both documents at a plenary meeting on August 2.
Recall that bills on the regulation of mining and experimental calculations in cryptocurrency were adopted by State Duma deputies on July 30.
Representatives of the Central Bank of the Russian Federation announced that they will conduct the first cross-border cryptocurrency payments within the framework of the EPR by the end of 2024.
Earlier, the head of the State Duma Committee on the financial market, Anatoly Aksakov, supported the creation of Russian bitcoin exchanges.
