Ukraine has reported on the use of Web3 technologies in the public sector

The Web3 Institute team, with the support of the Ministry of Finance of Ukraine, analyzed pilot blockchain projects in the public sector. 

According to analysts, a comprehensive roadmap for the development of the Web3 sector in the country does not yet exist, despite the presence of the topic in a number of major government initiatives. This includes the National Revenue Strategy for 2024-2030, the Concept of AI Development, as well as several legislative projects to regulate the turnover of virtual assets.

The current stage of implementation of Web3 solutions in the public sector is characterized by:

fragmentation of initiatives;the decline of active experimentation;the discrepancy between the stated goals and the achieved results.

Analysts have identified seven of the most ambitious pilot initiatives. Among them are:

switching to the blockchain of auction sets (hereinafter OpenMarket);implementation of technology in the land cadastre;register of vehicle identifiers;the e-hryvnia project;container logistics in partnership with TradeLens;control of wood supplies;registration of ownership rights to real estate.

In conclusion, the researchers listed the challenges for the further development of the Web3 sector in Ukraine. To overcome them, they proposed:

unify the standards of blockchain solutions with support for the concept of multichain by default;adapt educational programs to improve understanding of technology;to position Web3 solutions as an additional alternative to existing tools.

Earlier, the Ministry of Finance of Ukraine called the lack of legislative regulation of the cryptocurrency industry and banking restrictions the main reasons hindering the development of Web3 technologies in the country.

Recall that in November 2023, the agency announced work on the creation of a regulatory sandbox for innovative projects.
